CCF Civil Skills Cadetship (CSC) Program

The CSC Program is new initiative developed and delivered by the Civil Contractors Federation Victoria. The purpose of the program is to facilitate an entry level opportunity for newcomers to the civil construction industry. With the highest ever level of planned investment in infrastructure across Victoria, there is an inherent need for a larger skilled workforce. Recognising this need, the Victorian Government has provided funding to enable CCF to deliver the CSC Program throughout 2019/20 and potentially beyond.
CCF Victoria continues to successfully deliver the program, bringing a diverse range of newly trained workers to the sector.

The CSC Program is a civil industry led solution and is designed and developed in response to industry needs. It is capacity development opportunity for all stakeholders involved; targeted participants, Industry Mentors, Lead Trainers, CSC Working Group Members, RTOs and Group Training Organisations, including relevant Victorian Government Departments.
The main objective of the CSC Program is to:
- Develop the capacity of entry level workers to confidently commit to the Certificate III in the Civil Construction and gaining sustainable employment as an apprentice with a civil industry employer.
The CSC Program provides a capacity and capability building model that begins the individuals’ development journey at Stage One – Recruitment and Selection.
Participants will continue with an in depth Induction at Stage Two. There is an exit point at the completion of Stage Two, with participants completing cross industry core units. Participants continuing will be assigned to a committed civil industry organization and employed as an Apprentice. The aim is to select, train and support individuals to be employed as apprentices in Certificate III in Civil Construction by the conclusion of Stage Two.
The CSC program blends the “like” units into theme areas, therefore fast tracking completion of the core units (of Certificate III in Civil Construction) in Stage Three of the CSC Program. This structure and approach is a significant change to the past lock step models of delivery of training. Participants completing Stage Three, will be awarded a Certificate of Attainment listing the units of competency completed.
Stage Four requires Industry Mentors to continue to support and advise participants for a 6 month period as they continue with an Apprenticeship in Certificate III in Civil Construction. The structure of this program integrates national units of competency that are required to work in the civil construction industry, with additional learning events that industry has identified as necessary.
